Abstract We discuss the properties of fermion propagator in three dimensional QED with dressed photon based on spectral representation.Ward-Takahashi-identity among multi-photon-fermion amplitudes is given by the LSZ reduction formula and low-energy theorem.Simplest solution of this identity leads the spectral function which is obtained by exponentiatnig one photon matrix element.Massless vacuum polarization for photon cures the linear infrared divergence that appears in quenched case.It decreases the finite mass shift and position dependent mass too.Conseqently fermion propagator in momentum space has not a pole structure but a broad resonance as wave packet,which implies confinement.To understand this we take a two-dimensional potential and show that the logarithmic potential is a driving force of confinement and condensation.That is,pole term for soft photon emission vertex leads an extra potential e2 |x| ln(e2 |x|) for massive fermion pair which is equal to a position dependent mass.
